Business Rules - Test for Null or Not Null in Filter Conditions

It would be useful if PPO explicitly supported this either in filter conditions (testing for NULL/NOT NULL) or via a new condition in the validation rules (Required Values). This would be useful in examples where you would want the user to provide some information (i.e. thus not NULL).

  This functionality is often required to test if a field must be captured under certain conditions, so I emphatically support this suggested enhancement
