Please consider adding a field type that can be populated in the same way one populates a custom list, but the user has the ability to select more than one value from the list.
This should also be available as an option for reports parameters.

PPO Development Are you referring to custom list parameters or project list parameters? In most cases you would be able to set up a filter to accomplish this.
