Allow filtering on employee lists per selected project

Allow functionality to enable filtering on employee lists per selected project when a new record (i.e. issues, risks, documents, etc) is added.  Using a team members / stakeholders entity with this functionality will reduce records being assigned to employees who are not stakeholders on the selected project.
