The requirement is to limit the fields that a user can view (both on the screen and in the reports) based on the user group. E.g. If some sensitive information is captured on an entity that only selected people should have access to.
Possible solution:
Each field have an indicator stating if view rights must be limited or not. If it is set, the default must be that no user can see this field and that the right to view the field must be explicitly granted to the user group.

Permanently deleted user Certain conditions should also trigger these fields to be vissible. For instance a certain list type is selected i.e. Other (new vissible field:Explain other which is also compulsory or non compulsory)... Or when a project reaches a certain approval status...
